*Devil's first question was ambiguous. I read it as he was asking if the PK's "overskilled" limit would be allowed to be +5 higher than usual if a PKK attacking him was +5 levels higher. It could also be read as though he's asking about the PKK's "overskilled" determination.
The actual text in the guide is explicit in saying that the PKK's overskilled determination is based on "their own level".
