All current PKs will be set to nonPK when the new patch goes live. Nobody knows exactly when that is going to be, so very, very risky.

Suggestion :

As PKs will have restrictions on gear they can use without becoming open range, similar restrictions on toons hunting them

So along with : This level restriction is also forfeit if the PK uses any gear that is more than 15 levels above their own level

"You will not be able to enter PKK combat if you have any gear equipped that is more than 15 levels above your own level"

This would largely prevent people from twinking up alts to hunt lower-level PKs.

Updated to new version based on skills, not items, 20 levels instead of 15 and also affects PKKs.

When a pk is killed do they get to deside which items are destroyed if they do not have enough inventory and storage space to fit all of their items?

No, but there will be a system in place which will attempt to destroy the lesser valued items. Still best to make sure you have room.

That could be an issue, expecially for gems. Most of the epic lines have a very low store price compared to their dust / in-game real value

If it's buy value and not sell value, probably won't matter. Ideally you won't have anything be destroyed. It will use slots that you don't normally have access to.

Important changes and clarifications:
-You do not keep your level when dying as a PK. All nonLG combat skills are lost.
-You loot 25% of victim gold or the set amount based on their level, whichever is lower.
-PKKs need to carry 4x the set amount of gold based on level to force combat on a PK.
-36 hours real-time PK immunity is now given when killed.
-Level range restricted PKs are protected from other PKs as well as normal players. IE a level 65 PKer who only attacks levels 60+ players, and who doesn't attack in a PK group, and who doesn't have any combat skills 20+ above their level, cannot be attacked by a level 71+ PKer. However a normal level 65 player could be.

i was actually thinking about acquittal having no direct impact on combat, also what happens if you delevel and in the process of deleveling a skill goes higher than +20? If that makes you go open range (the deleveling) then would it be possible for a warning or something?

You can't lower your level as a PK so that's not a worry, but you won't actually lose your range immunity unless you enter forced combat with a skill too high, and you get a warning when that is the case.
