SPK clarification

I am being told multiple different things so i was just wondering if someone could clear this up for me.
1.) When someone decides they want to spk, will they flash on others buddy lists?
2.) How long is the wait for flashing to stop?

No buddy list flashing, I had a friend that went spk and no it don't flash, the only way you can find a spk is to catch them while their running around red (I think its 15mins look somewhere under spk) or to just randomly force like half the level 80's do.

but when someone forces on you and you are already pk it's 15 mins
