Recruitment Skill

Alright, so i'm sure this has been asked and answered before, but I'm going to ask anyways. If I am correct in this being already answered a simple answer or link to the answer is perfectly fine, no need to go on a rant flaming the post or anything.

Anyways...The in game recruitment skill, what exactly does leveling it up do?
