Default Resource Exp



I noticed this weird issue where i should be getting either less exp in collection or a lot more in tracking.

i get 40,466 exp in collection which should be at a 95% penalty and 121,519 in tracking with 0 penalty. Either my understand of how penalties are applied is wrong or im only getting a 67% penalty in collection or i should be getting 809,320 in tracking.

Am i missing something?

iirc resourced get less penalty, can try deleveling foraging to verify
