Possible foraging bug

I'm up in Goblin Swamp foraging on my lvl 85. He has the master botanical tome and compass in his inventory.

I just pulled Tea Leaves, which is tier 2.

(Edit - There is a very small chance that I may have clicked on the wrong foraging book on accident, but I will keep an eye out, to see if I get anymore tea leaves)

I am not in heroic mode.

My character had absolutely no rested time at all when this happened.

Should I still be getting atleast tier 3, even without any rested time left, since the master botanical tome and compass both give +1 to resources, or is this a bug?

Not if the compass is in an inaccessible inventory slot.

It was in an accesssible slot.

I probably just clicked the wrong book.

I took the non-epic one out of my inventory just to make sure that wouldn't accidentally happen again.
