resouces location

i'll use fishing as an example i got it to lvl 6 so i should be able to catch the 3rd lvl fish but i kept fishinf by the docks nd kept getting the lvl 1 fish then i fished on the troll bridge nd got the lvl 2 fish, so i was wondering does it matter where you collect resourses or is it just down to what lvl you are at collecting the resource?

It definitely matters, generally the level of an area is around the same level as the highest tier you can catch there.

im trapping lvl 9 i go and trapp in spruce but still im just getting lvl one sinew???

I'm only at lvl 7 trapping but have been getting lvl 2 rodent parts out of my traps in Spruce. Have 5 traps set up, today got 3 diseased, 2 slimy.

The area level may not be equal to the resource level.

Where do you get oils for making leather, or do you have to make them? If you have to make them how is that done?
