Do bms (dw whips) benefit "dual parry"?

Due to confusing wording for Dual Parry skill, does dual parry work with 2 whips?As far as I can tell dual parry doesn't work for "whip+shield" (and staff+shield apparently), but it works for 2 whips.

Also are there any plans in the future on making the Growl skill stat based?As having high dps+heals+def+flat 19% anti-everything (1-(0.9*0.9)=19%) has proven to be overpowered.
