Default How much % hit chance does accuracy provide?

I know that accuracy goes as Poor<Normal<Good<Great<Excellent<Exceptional<Epic, but I haven't found a reliable source if it gives +2, 3 or other other percentage per upgrade.

Also does poor provide 0% or 2/3/other%?

i've always been told it's 3 or 3.33% accuracy a tier over the years. i can't confirm it's true tho. and no idea on base accuracy.

Yeah, I always heard that it was a 3% increase in accuracy between tiers

If he changed it to 4% per tier as a separate occurance then it would be a 104% modifier in the lineup of chances to hit.

Example:

75% base chance
8% from rune
Poor accuracy

Would be

= 1 - ((1 - 0.75) *( 1 - 0.08) * (1 - -0.04))
= 1 - ((1 - 0.75) *( 1 - 0.08) * (1 + 0.04))
= 1 - (0.25 * 0.92 * 1.04)
= 1 - 0.2392
= 0.7608
= 76.08% chance to hit

Or if it just changes the base 50/75% would be the base +- the tier values.

It could also be something entirely different.

It was not changed. The 4% is just an approximation.
It's not a separate occurrence, it modifies the way hit chance based on stat comparisons is computed.

this is even more confusing, but I guess "4% approximately" is good enough for me.
