Default Match Throwing 3v3?

If an enemy (with almost no chance of winning) takes off their gear (switches to blank suit), is it match throwing? I guess some people might want to just end the fight faster, but I feel like for the same reason that Arsenic isn't available in arena, this could be considered illegal.

Sorry for the report if this turns out to be allowed.

Typically, the match throwing we're concerned about is when one team purposefully loses to another team that they should have beaten, in an effort to artificially increase that team's rating.
