Hi Glitchless. An old patch (v1.182) said this :

Players will now be able to dismantle epic consumable recipes. This means if you get an epic recipe drop that is not a good auction house value then you can simply dismantle it to acquire the epic dust(s) that is used to create it. You will always get back the exact amount of dust that is required to make the consumable recipe, there is no randomness in this procedure

Can you confirm if this is still the case, or not ?

Yes, this is correct. That is how we are able to get dusts to make other (Legendary) equip.

but it is not always the exact amount you need to craft a tp of the same level, set aside that lg and epic are level 100 so it does not there. also when dismantling a tp (level 85) i have gotten t28 dusts instead of t27 which is needed to craft a level 85 gem

It still works this way (although I don't know anyone who would dismantle a LG consumable). but every epic up to L100 works this way, although, as Nore said, occaionally you get a tier 1 higher than the item actually takes to make. So it's always at least what you need to make, sometimes you get a little extra

P.S. For anyone else reading, make sure you realize this is about consumables, NOT actual epic items!!

not sure but if it works like mitigation it is base of say 50 delay for dream stalker.

50+40% (stalking) = 70.
70-20% (gem) = 56.
56 - 12% (rune) = 49.28. - % for koks if you got them the same way. and 7 delay = 1 second to find out the real time delay.
