Clarification: Stat Enhance/Mitigated Penalties is applied on a per-item basis. If an item has a + to a stat, SE is applied. For example, Regulus Legging gives +2 cnc. Stat enhance boosts this to 2.5.
If an item has a - to a stat, even if the item originally had a + to the stat, ONLY Mitigated Penalties is applied. For example, a Tier 1 Raiden's Sleeve gives +25 cnc. If you enchanted it with a -40 cnc stone, it would have a -15 total. Mitigated Penalties would make that -7.5.
Therefore, with these two items equipped, your total modifier to cnc would be -5.
