stat enhancement effects?

Does stat enhancement effect the base numbers that your character class gives. So if your toon has say 100 DUR would 25% stat enhancement make that 125 or does it only effect stats added thru lvls,gear and stones.

it only effects the equipped Armour and weapons, not your base stats or anything else.

e.g a bp with 10 dur on, will then have 15 dur with stat enhancement at 100

This is the right explanation though at lvl 100 stat enhance only gives a 25% increase to positive enchanting, not a 50% increase as these numbers would imply.

yea my bad, was thinking of the negative effects being halved with mit penalties
