Looting Screen + Gem Swapping

During looting, it says you are not allowed to modify the contents of a gem pouch during combat, even though you're technically not in combat.

then exit looting, silly!

Its called looking for possible bugs buddy. Whether or not it was intentionally designed that way to prevent changing gems on the looting screen is not up to me. It could just be a simple change of saying cannot change in Combat or Looting.
