Only Soldiers and Up Taxed (Contribute to Rune Power)

In order to dissuade clans from simply demoting all members below soldier status and continuing to play as usual after accepting what should be a long bloody war we are changing the clan tax system to only work for soldiers and above. Spies, Initiates, and Civilians will not have their treasure chests taxed thus will not contribute to the clan's rune power stores.

Although this patch is now fully implemented it will not have the full intended effect until runes which consume rune power are implemented.
