Players now need to turn on the "Accept War Offers" option under filters in order to receive war proposals. Offering random war proposals or spamming people with proposals is not the correct way to start a war. Nodiatis is still young and there are not many clans that feel ready to participate in war and more importantly there are not any runes which require certain levels of dominance or territory in order to be used. When these are implemented the desire for war will be greatly increased.
