Default Epic Rod
Epic rod doesn't lower requirements of crafting armor ess by 5. I was told it lowers everything a rod is used to craft...

You realize the description of the item itself is rather specific in that regard. So if the game is telling you one thing, and some nameless person is telling you another, and the game is right, and the person is wrong, there's a good chance it's not a bug.
