Default hotbar buttons
How many hotbar buttons can one have. I've seemed to have maxed out. All my gear is using a swap selection mode and when I used two items to swap out the other day a unused button didn't appear. When idle I have 28 buttons used when in combat I have 35.

Temporarily turn off the "Show only viable actions" or "Only Show Viable" option and count when you can see them all. Should be 40.

I use the the pc client. I only see 28, 2x rows of 14. I adjusted setting adjusted as above with no improvement.
