Companion bar toggle?

Default Companion bar toggle?
How do I get these bars to toggle off? There is some option that I must have clicked through and I can't find it again. No, I don't have the shift key stuck.
It only is constantly "on" for my main, not my other characters.

iirc those also appear if you have the, Bullseye looking Hotbar button pressed. (keeps your window from sliding around, or changing size) at least thats what it did on mobile
