Clarification on Sacred Defender Mitigation

Default Clarification on Sacred Defender Mitigation
Now i notice in the wording of the skill Sacred defender says "When leveled to 140 it also provides 5% damage to mitigation in PvE." Instead of up to 5% at 140.
Does this mean it only adds that mitigation when it is only lvl 140 or does it add small percentages per level after 100 meaning if levels 101-139 have any mitigation to PvE.
