Default Downtiering LGs, LG Tier IX Available
You can now downtier legendary items with enchanting. It will split an existing item into two of the lower tier, but you will lose any tempers on the items.

Legendary tier 9 is now available for creation.

To prevent profitable exploits:
Downtiered LGs will be SB regardless of whether the original was
Downtiered LGs will be cleared of enchantments
