Default gardening suggestion.

can't help but notice the lack of oils and their ridiculous prices. im not going to ask the stupid typical change the mini game q.

but like can we have the cap increased to 140 maybe?

This is the best suggestion since several months or maybe even year/s.
Please increase all resourcing max level to 140 and cap the resourcing level based on the mob that was fought.
This means hero NLake would give you at most t29 resources: 87 creature level / 3.33 = 26.1 + hero uptier + epic tool + compass = 29.

Instead of increasing the percentage for obtaining t30 resources when leveling resourcing skill above 100 (up to 140) please ensure that the minimum tier that is pulled is increased based on the following logic: 2 levels increases the minimum tier of the resource that is pulled.
Example:
Fighting Hero FONR will result in: max t30 of course and min pull of: (118 creature level - 100)/2 = 9 ending up into min tier of 10 + hero uptier + epic tool + compass = 13
When fighting Hero Ancient Rocklands: min tier 18
When fighting Hero Jungle of Slumber (yahh, sure): min tier 24

This will definitely increase the role of Gatherer and a reason to increase dowsing skill.

Disable gains from skills above 100 when on travel mode.

Very interesting idea since this days 90% crafts uses t30 and t1's.

However I would tone it down a bit . First of all gardening to 140 will be nuts and will take long to do so and I would suggest following to accomodate less OP players:

Bonus would start at 82 (same as BGT/MC) and go every 4.
which means bonus will kick at 86+ with required skill.
Example :
With skill 104 N Lake would drop +1 min tier
While fungi/RW which is most common for heroic would allow you to get +3 min tiers with skill 112+.

Maximum benefits would occur at mobs 122 + given you have skill of 140. As far as I know zones 126+ are not commonly farmed in heroic mode.

For those t1 LG toons : at least they can work on skills to be able to get that +1 in N lake/dmv
