Unfortunately, due to the fact that the DoT damage is put on the target based on an already mitigated amount, pet bleeds are essentially mitigated twice. (Testing revealed that crits for 637, 367, and 323 yielded total bleed amounts of 467, 267, and 226, respectively.)

Is this intentional?

I believe this would also apply for sharpened steel.

The DoT isn't being mitigated twice, per se, but it is being mitigated after being based upon an amount that is already mitigated. This is working as intended in this case.
