More in-depth description of how we tested:

Nibbles used r6 vamp rune and t1 conq quiver. Attacked Masterarcher before bonus multiple times. Vamp was 19%.

Attacked deep into bonus. Vamp was still 19% (of the full number).

This means that the vamp is being based on the full damage, not the premultiplier damage. Identical testing procedure revealed this to be true for Mana and Energy Theft Runes and Gems.
