I have sleight of hand 0, with a staff equipped I still start with my first gem in play.

shouldn't that not happen until sleight of hand 1?

No, that effect works at skill 0.

Also, evidently recruitment on that server can only be trained by having your recruits purchase tcs...is that intended?
