From the view point of an archer, I'd say this quiver is working as intended.
The 57% increase to maximum bow damage, combined with the Demontendon Bow (the bow with the highest maximum damage) and Demontooth Arrow (the arrow with the highest maximum damage), would be devastating, specially if the user also has an R5 Broadhead Aura and Epic Rune of Pain.
This could produce a tremendous amount of damage for an opening ambush shot, making this an ideal set for a melee fighter who likes to use a bow for the first shot.
It could even be useful to a dedicated bow fighter who has an R4 or better Swiftarrow Rune and an R5 Range Haste Aura. The amount of damage this set could do would make maintaining R5 Broadhead and Range Haste Auras easy if the player equips R4 Mana and Energy Theft Runes. A dedicated bow fighter using this set should probably have very high dexterity (higher than my 400), as the set will fire so slowly you wouldn't want to miss very often. I'll let someone else run the numbers, but estimating them, this set could probably tri-shot kill a heroic mob up through about Goblin Swamp, perhaps higher, if all three of the tri-shot hits produced high damage.
This set could also be useful to an archer in the arena against tanks with high armor class and Hellram Armor. The damage produced by this set would blow right through those Hellram shields, and the damage potential would be high enough that even high armor class won't mitigate all of it.
I'm actually considering this set as my secondary set. Be a while before that happens though. I don't make game gold all that fast.
It looks like Glitchless has really put a lot of thought into these legendary weapons. The various combinations available are opening up totally new play styles. We won't be seeing everyone equipping identical gear.
